EU experts to arrive in Armenia in early April

The European Union will send a mission of 9–14 experts to Armenia in early April to help authorities counter hybrid threats and foreign information manipulation, RFE/RL reports.

According to a document obtained by the outlet, the mission will remain in Armenia for about 10–15 days.

The experts are expected to assist the Office of Armenia’s Prime Minister and the National Security Council in developing crisis management plans and regulatory mechanisms to address cyberattacks and foreign information interference.

Among the institutions expected to benefit from the assistance are the Central Electoral Commission, the Ministry of Internal Affairs, and the tax authorities.

The European Union said Armenia has faced intensive hybrid actions aimed at undermining democratic institutions and public trust.

These include foreign information manipulation and interference, cyber threats, and illegal financing of electoral processes.

“The threats are highly likely to intensify ahead of the June 7, 2026 parliamentary elections,” the document approved by the Council of the European Union states.

The document also indicates that Armenia requested assistance from the EU in November last year.

In January, an EU assessment team visited Armenia and provided what the document describes as a broad picture of the country’s vulnerabilities to hybrid threats, although no specific examples were mentioned.
