Armenia, EU sign 2025-2027 funding deal

Deputy Prime Minister Mher Grigoryan and EU Commissioner for Enlargement Marta Kos, currently in Yerevan, signed the financing agreement under the Resilience and Growth Plan for 2025–2027.

Grigoryan said the meeting included detailed discussions on sectoral reforms being implemented in Armenia under the Comprehensive and Enhanced Partnership Agreement (CEPA), reports «1lurer.am ».

“To increase the effectiveness of reforms and make their results more accessible to our citizens, we have just signed the 2025–2027 financing agreement under the Resilience and Growth Plan. It sets out ambitious measures, particularly in export diversification, visa liberalization, and public finance management.

We also focused on regional connectivity and agreed to continue work on the government’s ‘Crossroads of Peace’ initiative, the TRIPP route, and EU interregional connectivity, particularly within the Global Gateway strategy.

I am pleased to note that Commissioner Kos reaffirmed EU support for Armenia’s integration into the Trans-Caspian transport corridor.

Marta Kos addressed infrastructure development and freight transport, stating that amid ongoing conflicts in the north and south, trade routes passing through the South Caucasus have become more important than ever, reports «Sputnik Armenia».

“In discussions with Deputy Prime Minister Mher Grigoryan, we examined where infrastructure can be improved to reduce time and costs for freight transport between Europe and Asia,” Kos said.

She emphasized that freight volumes between Europe and Asia have quadrupled since 2022. The EU official added that with the right investments, these flows could grow further, aligning with the interests of both Europe and Armenia.

Grigoryan noted that Kos’s latest visit to Armenia reflects the dynamic development of bilateral relations, according to «Armenpress».

“Commissioner Kos is visiting our country for the second time in the past six months, which is clear evidence of the expanding partnership between Armenia and the European Union,” he said.

According to him, the visit is also significant as it comes ahead of the European Political Community meeting and the Armenia–EU summit planned in Yerevan.

He stressed that the sides discussed the implementation of reforms under CEPA obligations and highlighted the importance of regional connectivity, agreeing to continue cooperation on the “Crossroads of Peace” initiative, the TRIPP route, and the EU’s Global Gateway strategy.

“We express our gratitude to the European Union leadership for efforts and attention aimed at strengthening democratic resilience in Armenia ahead of the upcoming parliamentary elections,” he concluded.

On August 8, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev signed a seven-point joint declaration in Washington, providing for the creation of a strategic transit route through Armenia’s Syunik region, known as the TRIPP route, intended to connect Azerbaijan with Nakhchivan. Armenia’s Foreign Minister Ararat Mirzoyan and Azerbaijan’s Foreign Minister Jeyhun Bayramov also initialed a peace agreement in the presence of the leaders of Armenia, Azerbaijan, and the U.S. Pashinyan later clarified that Armenia is granting development rights for the project, not leasing land for 99 years.
