Turkish-Azerbaijani relations have changed during the past 10 years, an Armenian expert said.
“Earlier, Turkey could give instructions as ‘an elder brother’; now it tries to interest Baku in its ideas,” Artak Shakaryan told reporters on August 18. “Ankara’s leverage on Baku has weakened. With a possibility to sell gas and buy armament from Russia, Azerbaijan feels more confident.”
“As to reluctance to cancel visa regime with Turkey, Azerbaijan is afraid of penetration of Kurdish rebels in its territory,” he said.
