CoE Commissioner for Human Rights Thomas Hammarberg said that it is necessary to develop certain rules, react seriously to cases of regulations violation and create an appeal system, which would allow protecting the rights of victims, to solve the problem of tragic incidents in the Armenian army.

“Impunity should be excluded. Besides, no efforts should be spared to reveal circumstances of the incidents, which resulted in death of servicemen,” Hammarberg told a press conference in Yerevan.
