Both Armenia and Azerbaijan have problems with civil control over army, an Azerbaijani military expert said.

“We want to hope that civil control, as a part of the armed forces reorganization, will be implemented in the two countries,” director of Third View information and analytical portal Rauf Rajabov said in an interview with Armenian journalists.

As to the role of NATO in the South Caucasus, the expert said that the current situation in Afghanistan and Iraq prevents NATO from influencing processes in the region.

“Although, IPAPs with the three republics let hope that NATO will intensify activity in a medium-term outlook,” he added.
