"The Minsk Group can help but settlement of the problem depends on the governments and publics of the two states. I recommend Armenia and Azerbaijan to continue efforts," he said. "The Karabakh problem is dealt with by the OSCE Minsk Group and the Council of Europe would make a mistake engaging in its activities. Efforts of a second mediator would be unnecessary. I also want to stress that the sides should attend to the MG proposals," Mr Davis said, Trend reports.
