EAEU ends bypass routes for dumped import of Azerbaijani aluminum tape

PanARMENIAN.Net - The Eurasian Economic Commission has adopted measures banning the import of aluminum tape from Azerbaijan bypassing anti-dumping duties, the press service of the EEC reports.

In September 2020, the Eurasian Commission (the executive body of the Eurasian Economic Union) established anti-dumping duties for a period of 5 years on aluminum tape from Azerbaijan and China – slightly more than 16% for Azerbaijan, slightly more than 13% for China. The decision was made following an anti-dumping investigation (for unjustified underpricing), conducted on the basis of a statement from the Association of Aluminum Producers, Suppliers and Consumers of the Russian Federation.

A recent – and repeat – investigation by the EEC revealed that said aluminum tape is supplied under other customs commodity codes (HS codes), which allows Azerbaijan to circumvent the anti-dumping duty.

By adopting a decision that will come into force in a month, the EEC made clarifications regarding the previous decision, extending it to cases of similar changes.

Aluminum tape should not be confused with foil. The tape is made from foil with an adhesive coating and is used as a more durable and heat-insulating analogue of scotch tape.
