Foreign Ministry refuses to provide peace agreement text

PanARMENIAN.Net - The Armenian Ministry of Foreign Affairs (MFA) has declined to provide the draft text of the peace and interstate relations agreement between Armenia and Azerbaijan, according to Arax Melkonyan, a representative of the "Rights Protection Without Borders" NGO.

Instead, the ministry advised them to listen to Prime Minister Nikol Pashinyan’s parliamentary Q&A session regarding the peace agreement.

“Well, what can I say? Some privileged individuals have seen the text, some only partially, but we, the citizens, who this crucial document directly affects, are not allowed to access it. Instead, we are left with vague and contradictory explanations,” Melkonyan stated.

“They continue to operate under the same secretive 'negotiations have already taken place' logic—unaccountable and irresponsible,” she added.

In an interview with Factor TV, Melkonyan noted that she had formally requested the full agreement text based on the "Freedom of Information Act," but the MFA denied the request. According to Factor.am , the ministry’s response read:

“In reply to your inquiry, we inform you that on February 12 of this year, Prime Minister Nikol Pashinyan addressed the issue you raised during a parliamentary Q&A session.” The response included a link to the video recording.

Melkonyan emphasized that the ministry not only refused to provide the document but also failed to justify the rejection.

According to Armenia’s Constitution, every citizen has the right to access information regarding the activities of state institutions.

Prime Minister Nikol Pashinyan publicly confirmed that the peace agreement has been finalized and is awaiting signature. "The peace agreement between Armenia and Azerbaijan has been agreed upon and awaits signing. I am ready to put my signature under this document," he wrote.
