Azerbaijani President Ilham Aliyev stated during a joint press conference with German President Frank-Walter Steinmeier that the text of a peace agreement between Armenia and Azerbaijan has been fully agreed upon. The agreement comprises 17 clauses, and Aliyev emphasized that Azerbaijan is not introducing any new demands.
However, he immediately added that "Azerbaijan’s demands are well known to Armenia and are not new," according to APA.
“We have long proposed these conditions, but have yet to receive a serious response from Armenia. What are they?
First, the OSCE Minsk Group must be dissolved.
Second, Armenia’s Constitution contains a reference to the Declaration of Independence, which is an integral part of the Constitution,” he said, repeating the claim that this implies territorial claims against Azerbaijan.
According to Aliyev, removing this reference is “a legitimate demand from Baku.”
“Once these two conditions are met, there will be no more obstacles to signing the peace agreement. As the saying goes, the ball is in Armenia’s court. If Armenia truly wants peace, it must accept these two legitimate conditions,” he stated.
Prime Minister Nikol Pashinyan has repeatedly stated that the draft peace agreement between Armenia and Azerbaijan is already agreed upon and awaits final signature. He noted that he has proposed initiating consultations on signing the finalized text.
On March 13, Armenia’s Foreign Ministry announced it had accepted Azerbaijan’s proposals regarding two previously unresolved articles and that the agreement is ready to be signed. It noted Armenia’s readiness to begin consultations on the timing and location of the signing. Baku, however, introduced new preconditions and stated it was still too early to set a date.
