TRAGEDY IN BUDAPESTAn Azerbaijani army officer killed with axe an Armenian soldier. The event taken place in Budapest (Hungary) revealed the real nature of the ''Baku hawks'' declaiming against the impossibility of cooperation between the Azerbaijani and Armenian soldiers within the frames of the international programs. Maybe it will help the NATO leaders undestand the real situation in Baku. February 19, 2004 PanARMENIAN.Net - Senior lieutenant Ramil Safarov killed Gurgen Margaryan, 25, when the later was sleeping in his hotel room. The murderer was kept at the moment when he was going to kill also the other Armenian soldier. The crime, undoubtedly, is the result of the moral atmosphere established by certain forces by the silent approbation of the Azeri authorities. Recently all the pro-governmental media of this country were transmitting the speeches of extremists urging to implement a physical pressure over the Armenian officers that were going to take part in the NATO conference. The result of this campaign is evident. The Baku hawks think they have managed to convince the world community that it is not possible to establish cooperation between the Azerbaijani and Armenian soldiers within the frames of NATO. But there is only one conclusion - if Azerbaijan does not wish to have contacts with Armenians even within the frames of international organizations it can refrain from participation. Armenia fulfills all its commitments undertaken while joining the ''Partnership for Peace'' program. In this situation the administration of the North-Atlantic Alliance is obliged to discuss if Baku should be allowed to host the ''Cooperative Best Effort 2004'' military maneuvers. Last week a high-ranking representative of the North Atlantic Alliance Frederiko Yanshin assured the authorities of Armenia that they had worked with the Azerbaijani authorities and nothing could hinder to the participation of the Armenian army officers in the conference on planning of the ''Cooperative Best Effort 2004'' maneuvers. (The conference will take place in Baku in March 2004 and the trainings in September. We shall remind that the Azerbaijani authorities did not allow the participation of the representatives of the Armenian Defense Ministry in the first conference on planning of the maneuvers). However, the leader of an Azerbaijani group called ''Organization for Karabakh Liberation'', Akif Nagi, said that in case if the Armenian arrived in Baku, the trip will turn to be a tragedy for them... Nagi does not undertake the responsibility of the future terrorist acts, however, he warns: ''We are not going to condemn those who will take Armenians hostages''. Deputy Head of the organization Javanshir Ismailov says: ''The kamikazes that will sacrifice their lives to kill the Armenian army officers are ready''. Another leader of the ''Organization for Karabakh Liberation'', Barat Imani said: ''We are ready to fulfill terrorist acts towards the Armenians, if only the whole world considers Armenia as aggressor''.
