NEW POST OF SPECIAL REPRESENTATIVE FOR CONFLICT SETTLEMENT TO BE IN CIS

PanARMENIAN.Net - 09.02.2001, MEDIAMAX, YEREVAN. The project of Regulation of a special representative to prevent and settle conflicts on the territory of CIS member-states has been worked out by experts at the two-day meeting in Minsk and is forwarded to the Commonwealth states for agreement.

As ITAR-TASS reports, the special representative is put forward by the Foreign Ministerial Council from the citizens of CIS countries and is appointed by the Council of the heads of states. His activity is to be regulated by UNO Charter and by corresponding decisions of the UN Security Council, by commonly accepted principles and norms of international right, OSCE documents, CIS charter and the decisions of the Council of heads of states of the Commonwealth on peacemaking activity issues.

The special representative is given corresponding authorities and within these frames he is responsible for political aspects of peace maintenance operations. The duties of the special representative include, in particular, support to the sides of the conflict upon their request in the realization of negotiation process; holding consultations with the leadership and the representatives of the sides to search mutually acceptable ways for conflict settlement; analysis of the situation in the conflict zone and preparation of proposals on its settlement to be submitted for consideration to the Council of the heads of states and the CIS Foreign Ministerial Council. --0--
