Kocharyan - Aliyev; the meeting was held, negotiations are in process

A regular meeting of the President of Armenia and the President of Azerbaijan ended with rather optimistic statements from both sides. Aliyev confessed that they had even managed to agree about some things. True, no agreement has been achieved over "the matters of principle", as these matters, in our opinion, include recognition of the status of the Nagorno-Karabakh Republic and its participation in further negotiations. It didn't, and to be honest, wouldn't work out.
PanARMENIAN.Net - The Azerbaijani politicians' hopes set upon Vladimir Putin, who, they thought, would be able to put pressure upon Robert Kocharyan, were in vain. And what pressure could Putin put upon the President of Armenia concerning Karabakh? Russia is not America and Armenia is not Azerbaijan, it doesn't have any energy vectors, something that Aliyev hopes for and something which in the end will completely turn Azerbaijan into rough appendage for the USA and Europe. And if suddenly Aliyev comes to think that the world won't survive without his oil, the Iraqi alternative and violations of democracy in Azerbaijan will always work. However, this is at worst case, which will hardly be ever applied, and Azerbaijan is well aware of this fact.

Suppose the Azerbaijani army men and politicians decide to solve the conflict through military actions. All this will not last long; Heider Aliyev or someone else will lose everything he has, not to mention the actual international sanctions of the OSCE Minsk Group co-chairs. It has indirectly been mentioned by the Head of the Press Service of the U.S. Embassy in Azerbaijan, Jonathan Henik. "All three OSCE Minsk Group's Representatives on Nagorno-Karabakh problem resolution aim at giving peaceful solution to the problem", he has announced. Concerning the US sanctions, in case Azerbaijan demands initiating military actions for withdrawing from the so-called "occupied territories", the diplomat's answer was rather laconic; "The USA aims at only peaceful solution of the Nagorno-Karabakh problem. It is the best way. As for the sanctions, I cannot make any statement over this matter', Henik mentioned.

Meanwhile, according to the State Department, the USA hopes for the quick conflict resolution. "We are disappointed with the failure of the negotiations in Rambouillet and Bucharest, however the fact that the negotiations are still in process, is inspiring. As for the recognition of Nagorno-Karabakh, its time will come when it is handy for both sides. We also think that the principle of territorial integrity and the nation's rights of self-determination don't contradict each other; simply there are different models of resolution. The principles, underlying the negotiation process let us hope for positive outcomes. The USA aims at peaceful method of conflict resolution. Regarding the peace-makers, opinions are unambiguous - it is a generally applicable practice in conflict regulation, and its level of necessity depends on the sides involved in the regulation process. Everybody has to agree upon the presence of the peacemaking contingent; the sides involved in the negotiation process, NATO and the Minsk Group", the source stated.

However the most obscure question remains the question of compromises. In the State Department there is an opinion that Armenia has to make a compromise, which shows in delivering the safe haven and returning the refugees. But how about the compromise from Azerbaijan's side - the unfulfilled contract requirements, based on the regulation principles and Nagorno-Karabakh's participation in negotiations? It is a kind of one-sided compromise. In a word, let's wait and see what comes next.
