Uruguay may become first state to recognize Artsakh independence![]() November 14, 2012 - 13:47 AMT PanARMENIAN.Net - Theoretically, Uruguay may become the first country to recognize the independence of the Nagorno Karabakh (Artsakh) republic, member of the Uruguayan parliament’s foreign relations committee said. “Recognition is a political process which needs gradual development,” Ruben Martinez Huelmo told journalists in NKR. Commenting of the visit of Uruguayan delegation to Artsakh, Mr. Huelmo said, “traveling to Karabakh is not a particularly brave move, it’s merely a step.” In 1965, Uruguay became the first country to officially recognize and condemn the Armenian Genocide in the Ottoman Empire. ![]() ![]() The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington.
