ISCES head urges against escalating tensions over candidate’s attack![]() February 1, 2013 - 16:11 AMT PanARMENIAN.Net - Director of the International Expert Center for Electoral Systems (ICES) expressed shock over the assassination attempt on presidential candidate Paruyr Hayrikyan, calling for rapid investigation of the crime. Alexander Tsinker urged against rash assessments and escalation of tensions in the country. “With a possibility of a vote delay widely hinted at, this might be the goal that the perpetrators had in mind,” he said. As he noted, it’s up to Hayrikyan to decide whether to continue with the presidential campaign. “Regardless of his decision, ICES observer mission will launch a monitoring of preparation procedures for a 2013 presidential vote,” Tsinker said. The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington.
