Kocharian's message specifically says, «The Supreme Council formed 15 years ago via democratic election has had a historical mission by declaring independence of Armenia and becoming a statehood symbol. In the new geo-political situation the Parliament of Armenia was called to form the basis for a totally new legislation, which is specific for independent and democratic statehood. It was an important link of transfer from the Soviet system to the new one. New legal framework was formed for fundamental reforms. Our Parliament has played its role in sustaining stability and public accord in the country. Our Parliament was able to overcome challenges of the time. Today cooperating with other branches of power it works over solution of issues of concern to the Armenian society.
