Asked whether Azerbaijan’s aggression implies ambitions to force more concessions from Armenia, the spokesperson gave a negative response. “I believe Azerbaijan's disgraceful conduct during this war ruled out any possibility for concessions,” he said. “The conflict, in general, can't be resolved through concessions; mutual compromises will work at best. Unilateral concessions, on the other hand, would lead to tragedies.” Babayan cited mutual agreement rather than ultimatums by mediators as an effective tool to settle the conflict. Describing Azerbaijan as a terrorist state capable of only committing crimes against humanity, the spokesperson noted that the country employs blackmail and commits crimes to push forward with its own interests. Commenting on possible outcomes of the Armenian-Azerbaijani presidential talks in Vienna, Babayan again stressed the importance of establishing ceasefire monitoring mechanisms.
