  Karabakh holding constitutional referendum February 20 January 19, 2017 - 15:48 AMT PanARMENIAN.Net - Nagorno Karabakh President Bako Sahakyan on Thursday, January 19 signed a decree on holding a constitutional referendum. According to the decree, February 20 was set as the date for the referendum. Karabakh’s National Assembly on Tuesday backed the plan to put the draft constitutional amendments to referendum.
