"Concerns emerged before the March 1 and 2 events," he said, adding that the Millennium Challenge Account is implemented proceeding from the index of democracy and economy development. "Suspending the program, the Corporation doesn't aim to punish or threaten the Armenian government but to encourage democratic programs," he said. "The MCC has not taken a final decision yet.
