PanARMENIAN.Net - Peace enforcement mechanisms need to be developed for NKR conflict settlement, ex Co-Chair MG OSCE (Russia) Vladimir Kazimirov told a news conference in Yerevan.



"Both conflicting parties have equal powers. No superiority on either part in the issue of military actions resumptions is observed," he noted. Peacemaking operation will be launched as soon as conflicting parties reach an agreement on the issue."



"According to UNO mechanisms, peace enforcement and peace maintenance are subjects of different mandates. OSCE, yet, allows of some experiments. Before participants of peace maintenance process are determined, they have to take steps towards peace enforcement.



According to him, peace enforcement will restrain adventurers, wishing to resume military actions upon peacemakers' leaving the conflict zone. Peacemaking operations should be combined with those of peace enforcement," the diplomat concluded.
