Armenian officials blacklisted by Freedom of Information Center

PanARMENIAN.Net - The Freedom of Information Center (FOIC) has released its 2024 "blacklist," which includes government agencies and officials who have violated the constitutional right to information by providing incomplete or baseless responses, issuing unlawful refusals, or ignoring public inquiries.

Among those listed are:

-Foreign Minister Ararat Mirzoyan

-Former head of Yerevan’s Kentron district Samvel Ghukasyan

-Former Interior Minister Vahe Ghazaryan

-Former mayor of Gyumri Vardges Samsonyan

-Yerevan Mayor Tigran Avinyan

The Foreign Ministry was included because it provided vague and incomplete responses, failing to answer any of the four submitted inquiries.

Mayor Tigran Avinyan was listed for failing to respond to a public inquiry on personal data processing and later providing an incomplete response without legal justification for withholding information.

The Yerevan Municipality is the most frequently cited institution in FOIC's blacklists, having been included 12 times in the past 24 years.

In 2024, FOIC sent 250 information requests to government agencies. The data collected through these inquiries was used for advocacy, legal assistance, and research.
