Targeted inspections reveal overcharges in Armenian power grid

PanARMENIAN.Net - Romanos Petrosyan, interim manager of Electric Networks of Armenia (ENA), announced on Facebook that recent targeted oversight and inspections in some ENA branches revealed unauthorized overcharges, primarily affecting several state-funded institutions.

“What did we discover today? Certain so-called ‘experts’ or ‘technical teams’ from these ENA units have, in their own way, added overcharges amounting to about 8,320 kWh billed to a numbered military unit stationed in Armenia,” Petrosyan wrote.

On July 3, Armenia's National Assembly passed a legislative package,known as the ENA nationalization bill, with 65 votes in favor, 27 against, and zero abstentions. It introduced amendments to the laws “On the Public Services Regulatory Commission” and “On Energy.”

On July 18, the Public Services Regulatory Commission (PSRC) announced that Romanos Petrosyan, previously dismissed from the State Oversight Service, had been appointed interim manager of ENA. The commission also initiated proceedings regarding the company’s operations based on a government report.

However, on July 22, 2025, the emergency arbitration tribunal of the Stockholm Chamber of Commerce issued a ruling obligating Armenia to refrain from enforcing the recently adopted provisions of the energy-related laws against ENA and to halt further steps toward potential expropriation of the company.
