RA parliament speaker archives Karabakh war report

PanARMENIAN.Net - By order of National Assembly Speaker Alen Simonyan, the report by the parliamentary inquiry into the 44-day war will be transferred to the parliament’s archives, according to his spokesperson Movses Harutyunyan, as reported by Factor.am .

The decision followed discussions with relevant stakeholders and was made due to a legal technicality, namely, the report's submission outside of the designated timeframe. “Given the delay in submission, it became legally impossible to include the report in the plenary agenda. After consulting all relevant legal parties, it was decided to send the report to the National Assembly archives, where any MP with proper security clearance can access it,” Harutyunyan stated.

Andranik Kocharyan, the chair of the inquiry commission, confirmed that such a decision had been made but clarified that the report is not being shelved entirely. Instead, it is being placed in a “classified section,” not a traditional archive. According to him, this is not a step backward, since authorized individuals will still have full access to the report.

Previously, a public disagreement emerged between Simonyan and Kocharyan over whether the report should be discussed in a parliamentary session. Kocharyan had insisted that the document be publicly debated despite Simonyan’s claims that it was submitted past deadline.

The report, which has been in preparation for nearly five years, was submitted late, sparking controversy and procedural delays.
