Justice Ministry reviews status of officials, independent bodies![]() November 1, 2025 - 14:10 AMT PanARMENIAN.Net - The Constitutional Reform Council, chaired by Justice Minister Srbuhi Galyan, convened to discuss issues related to the immunity of public officials and the structure and status of independent and autonomous bodies. According to the Ministry of Justice, the council decided to establish procedural guidelines concerning the formation and functioning of autonomous institutions. “As for immunity of officeholders and qualification criteria for members of independent and autonomous bodies, the Council resolved to continue examining these matters and revisit them in future sessions,” the statement read. Galyan previously stated in May that the draft of the new Constitution was under development and expected to be ready in 10 months. Earlier, the prime minister suggested that the Constitution should no longer reference the Declaration of Independence. Azerbaijan has demanded the removal of the Declaration’s reference, specifically the mention of unification with Nagorno-Karabakh, from Armenia’s Constitution as a precondition for signing a peace agreement. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
