Shoigu: 3+3 format must be revived in South Caucasus![]() November 5, 2025 - 16:04 AMT PanARMENIAN.Net - Russian Security Council Secretary Sergey Shoigu has stated that the 3+3 format should be reactivated in the South Caucasus. He made the remarks at a meeting of security council secretaries from CIS countries. According to APA, Shoigu stressed that opening regional transportation routes is of fundamental importance. He also noted that overall, the situation in the region has shown positive developments. The 3+3 format includes Armenia, Azerbaijan, Georgia, Russia, Iran, and Turkey. While Georgia has not participated in past meetings, officials have consistently stated that the door remains open for Tbilisi’s involvement. The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington. The CSTO budget for the current year requires adjustments due to the refusal of Yerevan to pay their share of contributions. Six total incidents have burned 19 old-growth trees.
