Moscow open to dialogue on bilateral ties with Armenia

PanARMENIAN.Net - Maria Zakharova, spokesperson for the Russian Foreign Ministry, stated that Russia is ready to discuss all concerns raised by Armenia in the context of bilateral relations. She made these remarks amid increasing references in Armenia to alleged “hybrid warfare” targeting Yerevan.

Zakharova noted that such statements are often made against the backdrop of pressure on those who support closer ties with Russia. According to her, “The concept of hybrid warfare was invented and employed by American military theorists and was used in Armenia’s neighboring country Georgia, where the U.S. grossly interfered in internal affairs and engaged in political blackmail.”

She added that the recent claims in Armenia resemble patterns seen in countries like Moldova in recent years.

Zakharova stressed that Moscow is open to dialogue in various formats, including parliamentary channels and interdepartmental consultations, to address Armenia’s concerns and “correct the information background around Russian-Armenian relations.”

She also pointed out that Russia has consistently helped Armenia without delay, in contrast to the West’s still-unproven mediation efforts. She cited the rapid reconstruction of a flood-damaged railway segment in northern Armenia in June 2024 and Russia’s November wheat supply via Azerbaijan and Georgia.

Earlier, Armenian National Assembly Speaker Alen Simonyan claimed that a “hybrid war” is being waged against Armenia by its “northern neighbor” and warned it could intensify before the 2026 elections.
