Government adopts health insurance services list![]() December 25, 2025 - 14:51 AMT PanARMENIAN.Net - The Armenian government has approved the list of medical services included in the universal health insurance package, alongside reimbursement procedures, ahead of the system’s January launch. At a cabinet meeting, the list of medical services covered under the universal health insurance package was approved. Health Minister Anahit Avanesyan said the same decision also defined reimbursement procedures for medical services. Prime Minister Nikol Pashinyan, commenting on the package’s adoption, asked citizens not to overwhelm healthcare institutions starting January 1. “Dear 1.6 million compatriots, we ask you not to storm healthcare institutions from January 1, 2026,” he said. He urged the public to consider the need for the system’s gradual development, comparing it to a Mercedes-Benz S 600, noting that to build such a system one must first gain experience at the level of a Zaporozhets. The meeting also approved a decision to establish an Insurance Fund, which will begin full operations within two months. The decision also defined the list of medications, which has already been published in the ArMed system. The universal health insurance system will take effect on January 1. In the first phase, it covers individuals earning 200,000 drams or more, as well as children under 18 and adults aged 65 and over, with full state support in 2026. As a result of floods in Armenia’s northern Lori and Tavush provinces, 17 bridges, including five large ones, have collapsed.
