Pashinyan says Russian base must follow Armenian law![]() May 14, 2026 - 19:17 AMT PanARMENIAN.Net - The Russian 102nd military base must operate under Armenia’s jurisdiction, Prime Minister and Civil Contract party candidate Nikol Pashinyan said during an off-site press conference in Ajapnyak. He said he had no concerns that the Russian 102nd military base could take any action under the pretext of protecting Russian citizens, Panorama.am reported. “No, there are no concerns... Because regardless of what laws are in force in Russia, the 102nd military base must operate within the framework of Armenian legislation and under Armenia’s jurisdiction, so there can be no concerns,” Pashinyan said. On May 13, Russia’s State Duma adopted a decision allowing the use of armed forces abroad to protect Russian citizens. The measure concerns decisions by foreign courts whose authority was determined without Russia’s participation or which operate outside international treaties or UN Security Council mandates. On May 14, it became known that Armenia had been included in a list of countries considered high-risk for the detention of Russian citizens at the request of the United States. Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire. Armenian Prime Minister Nikol Pashinyan took to social media to thank his Lithuanian counterpart for the contribution.
