Azerbaijan links treaty to unresolved questions![]() June 8, 2026 - 18:40 AMT PanARMENIAN.Net - Azerbaijani Foreign Minister Jeyhun Bayramov stated that a number of important issues must be resolved before a final peace agreement between Azerbaijan and Armenia can be signed. Bayramov made the remarks during a joint press conference following a trilateral meeting of the foreign ministers of Azerbaijan, Turkey, and Georgia in Istanbul, according to APA. “To sign a final peace treaty, it is necessary to fully resolve all fundamental and important issues,” he said. Bayramov did not specify which particular issues he was referring to. Azerbaijan has repeatedly stated that Armenia should amend its Constitution by removing references to the Declaration of Independence, which Baku argues contains territorial claims against Azerbaijan. Armenian officials have rejected allegations that Armenia’s Constitution contains territorial claims toward Azerbaijan. The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington.
