The measure is aimed at regulating cement imports from third countries and creating equal competitive conditions for both domestically produced and imported cement in the local market.

According to the government, cement production in Armenia declined by 10.45% in 2025 compared with 2024, while cement imports from third countries increased by 29.2%, reaching approximately 751,300 tonnes.
