Brownback considers Section 907 "binds the hands" of the Administration in working with its "strategically important ally in the war against terror." The Senator is sure if U.S. does not support the young independent countries of the Central Asia and Azerbaijan, the influence of the countries supporting terrorists will increase in the region.
