PanARMENIAN.Net - Fair punishment for Sumgait pogroms perpetrators might have prevented Karabakh conflict, according to general Vyacheslav Ovchinnikov, commandant's office chief in 1988-1990.

“The authorities indifference lead to permissiveness,” Vesti.az quoted him as saying. “Initially, the USSR leadership’s attitude towards the events in NKAO was at least not serious.”
