  Arsen Shoyan appointed as Armenian ambassador to Bulgaria January 26, 2011 - 13:20 AMTPanARMENIAN.Net - Armenian President Serzh Sargsyan signed a decree to release Arsen Skhoyan from the position of the head of the presidential expert-analytical department.
