Creation of humanitarian problems for population in a conflict zone is impermissible,” Russia 24 TV channel quoted Lavrov as saying during a joint press conference with OSCE Chairperson-in-Office, Lithuanian Foreign Minister Audronius Azubalis in Moscow.
