Karen Bekaryan: Talks on Karabakh in deadlock without Artsakh’s involvementJune 25, 2011 - 17:02 AMT PanARMENIAN.Net - The negotiation of Nagorno Karabakh conflict settlement will end the deadlock only when Artsakh becomes full party of negotiations process, according to Karen Bekaryan, chairman of European integration NGO. “Real breakthrough in talks is expected in case if Azerbaijan by some miracle becomes a democratic country and if Aliyev has 150% guarantee for remaining in power as a result of changes,” the expert told journalists adding that the progress is also possible in case of direct negotiations between Azerbaijan and Karabakh. “Till then the talks will continue by the same logic as now. Even if progress is registered on paper, the conflict can not be settled without involvement of Artsakh,” Bekaryan said. The conflict between Nagorno Karabakh and Azerbaijan The conflict between Nagorno Karabakh and Azerbaijan broke out as result of the ethnic cleansing launched by the Azeri authorities in the final years of the Soviet Union. The Karabakh War was fought from 1991 (when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno Karabakh and a security zone consisting of 7 regions are now under control of NKR defense army. Armenia and Azerbaijan are holding peace talks mediated by the OSCE Minsk Group up till now.
