As Lavrov stated during a joint news conference with his Armenian counterpart Edward Nalbandian in Moscow, “suggestions of format alteration create a mere illusion of change. All they do is divert attention from the main issue.” “Political will of OSCE MG co-chairs, acknowledged by conflicting parties as mediators is of main importance.
