Ms. Ashton’s regional visit will begin on November 15 in Azerbaijan, to be followed by a November 16 visit to Georgia; Ms. Ashton will leave for Armenia on November 17. Meetings with Azeri President Ilham Aliyev and Foreign Minister Elmar Mammadyarov in Baku were scheduled.
