It is Possible to Combine Self-Determination and Territorial Integration Principles
The Helsinki Final Act is a fundamental bases for security and relationship in Europe and it defines different principles, including principles of territorial integrity and the right of people for self-determination, said Peter Semneby, the EU Special Representative for the South Caucasus. In his words, they often collide with each other in practice. "For example, when talking about all the frozen conflicts in the South Caucasus. But it does not mean that the use of these principles is impossible, these principles must not be combined. It is difficult but possible," Semneby stressed, answering the question about his latest statement on the Nagorno Karabakh and self-determination of nations, reports 'Nezavisimaya Gazeta'.
