Minsk Group only format mandated to resolve Karabakh conflict: OSCE

The OSCE Minsk Group is the only format for a dialogue between the parties to the Nagorno Karabakh conflict, German Ambassador to Armenia told reporters on Wednesday, January 27, Tert.am reports.

Addressing a press conference, Matthias Kiesler conveyed a statement by OSCE Chairman-in-Office Frank-Walter Steinmeier, stating that Germany will support the Co-chairs’ efforts in finding a solution to the conflict.

“The situation on the line of contact, especially the use of heavy weapons stirs serious concern,” Kiesler said. “Germany fully supports the Minsk Group Co-chairs’ initiative of launching mechanisms of investigation into border incidents, also calling on the conflicting parties to show constructive approach in considering the proposals.”

As the OSCE chairing state, Germany is responsible for civilians’ security, the envoy noted.

“It is by means of close cooperation with the Co-chairs that we are to understand how we can support the negotiating process. We are sure that the conflicting parties are willing to resolve the problem. There is political will to put an end to the status quo, with the civil society supposed to support the process and the parties expected to abstain from counterproductive rhetoric,” Kiesler stressed.

Armenia and Nagorno Karabakh have repeatedly stated their support to the investigation mechanisms on the line of contact, while Azerbaijan has been objecting to the proposal.

Asked about a need for practical steps, Kiesler said that Germany is well aware of the two parties’ positions, further insisting on mechanisms suitable to both sides.

Further commenting on rumors about Berlin seeking to replace France in the OSCE Minsk Group, Kiesler said he’s never heard about Germany’s interest in becoming a Minsk Group Co-chair.
