Changes in State Department's annual 2006 reports on Human Rights indicate that still the United State does not have clear stance in the Nagorno Karabakh conflict settlement, political scientist Stepan Grigoryan stated to the PanARMENIAN.Net journalist. He said, currently Armenia, Azerbaijan and Russia are constantly changing their stance on the Karabakh settlement principles. "This is exactly the cause for those changes, because it is not habitual for the U.S. Department of State to change the ready text. This case became a deviation from general rules. At the same time I think this and similar reports are tools for political pressure on any country and not only say, on Armenia or Azerbaijan," Grigoryan underlined.

Last week by Armenia's demand "occupied Nagorno Karabakh" formulation was removed from the text. However on April 24 the text was restored in its original form. Currently it reads as follows, "occupied by Armenia territories of Azerbaijan and Nagorno Karabakh".
