Armenian Caucus presses for accelerated nuclear negotiations

Key members of the U.S. Congressional Armenian Caucus have urged Secretary of State Marco Rubio to expedite negotiations on a civil nuclear cooperation agreement with Armenia.

In a joint letter, Co-Chairs Frank Pallone and Gus Bilirakis, along with Vice Co-Chairs Brad Sherman and David Valadao, emphasized the importance of strengthening U.S.-Armenia relations. They highlighted the Strategic Partnership Agreement signed on January 15, 2025, as a foundation for deeper bilateral ties.

The lawmakers called for accelerating ongoing negotiations on a civil nuclear cooperation agreement, known as a 123 Agreement, to enhance energy collaboration between the two nations. They believe that finalizing this agreement promptly will open significant opportunities for American trade and investment in the region, while bolstering Armenia's energy independence and security.

Additionally, the letter urges the U.S. to hold Azerbaijan accountable for alleged war crimes and ethnic cleansing in Nagorno-Karabakh. The congressmen advocate for the application of Section 907 of the Freedom Support Act, Global Magnitsky Act sanctions, and the suspension of EXIM Bank financing against Baku.

The letter also underscores the need to support Armenia in diversifying its energy production and reducing dependence on Russian energy systems. The lawmakers request that the State Department build upon existing defense engagements with Armenia, including bilateral peacekeeping exercises and assistance in developing border security capabilities.

They also highlight the importance of addressing the security of Armenian communities in the Middle East, noting that the region's Christian population faces significant threats.

The Congressmen express their readiness to collaborate with Secretary Rubio to develop policies that align with U.S. national security interests, human rights principles, and democratic values in the South Caucasus region.
