Armenian Prime Minister Nikol Pashinyan stated in an interview with Iran’s state television (IRIB) that two articles in the Armenia-Azerbaijan peace treaty draft remain unresolved.
"The peace treaty draft still contains two articles on which we have not yet reached an agreement, and we continue working towards a resolution," Pashinyan said.
He also addressed questions about the opening of regional transport routes and their control.
"You are aware that we have proposed the ‘Crossroads of Peace’ initiative, aimed at unblocking all transport and economic connections in the region. In this context, reopening the railway between Armenia and Azerbaijan is crucial. Specifically, restoring railway links from Azerbaijan to Nakhijevan via Armenia and from Armenia to Azerbaijan through Nakhijevan is of particular importance.
It is clear that we have recently made a very concrete proposal to Azerbaijan, focusing first on rail freight transport. It is essential that this issue is resolved based on the principles of sovereignty, jurisdiction, and territorial integrity," Pashinyan said.
Additionally, he emphasized that the proposed solution fully ensures free and unrestricted cargo transportation, noting that Azerbaijan currently has a connection with Nakhijevan through Iran. Armenia is ready to offer the same conditions, adapting them to regional specifics.
The prime minister noted that Armenia is open to certain simplifications, but only on the principle of reciprocity.
Regarding the speculation about third-party control over routes, Pashinyan stressed that if guided by the principles of sovereignty, jurisdiction, and territorial integrity, the answer is clear—third-party presence is unacceptable.
"If we adhere to the principles I outlined, there is no need for third-party involvement. I must emphasize that Armenia has never, either in writing or verbally, committed to or agreed to any limitation of its sovereignty, jurisdiction, or territorial integrity. Any such claims are baseless and do not reflect reality," Pashinyan said in his interview with Iranian media.
