Azerbaijani President Ilham Aliyev has stated that he does not trust the Armenian leadership’s words and once again emphasized the need to amend Armenia’s constitution and dissolve the OSCE Minsk Group.
Aliyev’s remarks were published on the same day that his Foreign Minister, Jeyhun Bayramov, announced that the Armenian side had accepted Azerbaijan’s proposals on the last two unresolved points of the peace treaty and that negotiations had concluded.
"We need documents, we need written assurances. We require Armenia’s constitution to no longer contain any territorial claims against Azerbaijan," Aliyev stated, according to Moscow-Baku.ru.
According to Aliyev, Armenia’s constitution still contains formulations that could imply territorial ambitions.
"We need the OSCE Minsk Group to be dissolved. This is our message to Armenia, and we declare that maintaining the Minsk Group makes no sense. It was created to resolve the Karabakh issue. Today, that issue is resolved. Armenia recognizes Karabakh as part of Azerbaijan. Why not join us in presenting a joint statement to the OSCE on its dissolution? They refuse," he said.
The Azerbaijani president claimed that Armenia aims to maintain its influence over regional affairs.
Aliyev also addressed Armenia’s efforts to enhance its military capabilities.
"The fact that they are increasing their military potential—what does that indicate? It shows they are preparing for a new war. And who is pushing them toward war again? France and its president. The lethal weapons they supply to Armenia are directed against us. The so-called European monitoring mission, which is essentially an EU intelligence operation, stands at our borders day and night, scouting for ways to infiltrate our territory," he said.
Aliyev also accused the European Peace Facility of supporting Armenia’s militarization.
"Yes, they claim that these funds are allocated for non-lethal military equipment. But first, who can verify that? And second, you provide them with ten million and plan to give another ten, which effectively allows Armenia to save money for arms purchases. By the way, lethal weapon supplies are not coming only from France. The question is—why are they doing this? What are they preparing for? If they want peace, there is no need for this. We have raised this issue multiple times with Armenia’s representatives and their new 'masters' in Brussels," the Azerbaijani president stated.
The Armenian Foreign Ministry has confirmed accepting Azerbaijan's proposals on the two previously unresolved points, stating that the Peace Agreement is ready for signing. Armenia is reportedly prepared to begin consultations on the time and place of the agreement’s signing.
