Armenia’s Foreign Minister Ararat Mirzoyan stated that the finalized text of the peace agreement between Armenia and Azerbaijan does not include any provision regarding the return of refugees.
“In the finalized text of the peace treaty with Azerbaijan, there is no provision stating that people who resided in either country before the collapse of the Soviet Union and later left these territories must return to their homes or ancestral lands,” he said.
Mirzoyan also confirmed that the agreement does not include any regulations concerning the countries’ constitutions.
“We have heard Azerbaijan’s comments regarding Armenia’s Constitution. Naturally, there is nothing about this in the finalized text of the agreement. In general, there is no unilateral provision in the agreement, nor any regulation related to constitutions,” he stated, according to Armenpress.
He further noted that Armenia also has concerns regarding Azerbaijan’s Constitution, particularly certain formulations that Armenia believes may suggest territorial ambitions.
“However, we also believe that the agreement contains provisions that alleviate such concerns. Even if, in theory, constitutional provisions might include such claims, by signing and ratifying this agreement, we can consider these issues permanently resolved,” Mirzoyan added.
According to him, the agreement’s ratification must be reviewed by Armenia’s Constitutional Court.
The Armenian Foreign Ministry announced that it has accepted Azerbaijan’s proposals on two previously unagreed articles, making the Peace Agreement ready for signing. Armenia is prepared to initiate consultations on the signing date and venue. Several international states have welcomed this development, expressing hope for a swift conclusion of the treaty.
