RPA says Pashinyan lacks mandate for peace deal

The executive body of the Republican Party of Armenia (RPA) has issued a statement regarding the agreement on the text of a peace treaty between Armenia and Azerbaijan.

The RPA stated that Prime Minister Nikol Pashinyan lacks the mandate and legitimacy to sign such agreements on behalf of the Armenian people.

"In light of the so-called completion of negotiations on a treaty between Armenia and Azerbaijan—which in reality is nothing but unilateral anti-state concessions by the current authorities leading to a second capitulation—the Republican Party of Armenia:

  • Demands the immediate publication of the final text,
  • Declares that Nikol Pashinyan has no mandate or legitimacy to sign such agreements on behalf of the Armenian people,
  • Notes that any outcome of negotiations conducted under explicit threats of force is unacceptable to Armenian citizens and cannot ensure fair and lasting peace in the region,
  • Considers it unacceptable to sign an agreement without international mediators and security guarantees,
  • Deems any constitutional changes made under external pressure inadmissible, as they would undermine the history and very existence of Armenia’s Third Republic,
  • Reaffirms that withdrawing legal claims in international courts is merely compliance with another Azerbaijani ultimatum,
  • Stresses the grave risks posed by the dissolution of the OSCE Minsk Group,
  • Condemns the passivity of Armenia’s current leadership regarding the fabricated trials against Armenians in Baku.

The RPA also notes that while the conclusion of negotiations is being announced, Azerbaijan continues to demand the so-called "corridor", push for Armenia’s demilitarization, and issue threats against Armenian statehood.

The statement concludes by emphasizing that "each day under the rule of Nikol Pashinyan, who serves external forces, endangers Armenia’s sovereignty and statehood."

The Armenian Foreign Ministry has stated that it has accepted Azerbaijan’s proposals on the two previously unresolved articles of the treaty and that the Peace Agreement is ready for signing. Armenia is now ready to begin consultations on the timeline and location of the signing.

The draft agreement consists of 17 articles, of which 15 had previously been agreed upon. The unresolved articles concerned the mutual renunciation of international legal claims and the deployment of foreign representatives on the Armenia-Azerbaijan border.
