Turkey's ruling Justice and Development Party (AKP) spokesperson, Ömer Çelik, expressed satisfaction with the agreement reached on the text of a peace treaty between Armenia and Azerbaijan. However, he emphasized that Yerevan must fulfill Baku’s demands to advance Armenia-Turkey relations, as reported by RFE/RL.
"For Armenia, it will be important to amend certain laws or constitutional provisions directed against Azerbaijan. It is time to dissolve the OSCE Minsk Group; they have no role left and have not contributed to resolving the issue. Once these steps are taken, the process of normalizing Turkey-Armenia relations will gain momentum," Çelik stated.
On March 13, official Baku and Yerevan announced that they had finalized work on the draft peace treaty. While Armenia’s Foreign Ministry has expressed readiness to begin consultations on the treaty’s signing timeline and location, Azerbaijan’s Foreign Ministry has stressed that a key prerequisite for signing is amending Armenia’s Constitution.
Azerbaijan demands the removal of references to the Declaration of Independence from Armenia’s Constitution, considering it a challenge to its territorial integrity. Yerevan, however, has repeatedly stated that it has no territorial claims against any neighbor, including Azerbaijan. Regarding the dissolution of the Minsk Group, Armenia has expressed willingness to comply but only after the peace treaty is signed.
