Khachumyan: peace agreement unlikely to be signed

Former Artsakh Minister of Territorial Administration and Infrastructure Hayk Khachumyan expressed doubts about the signing of a peace agreement with Azerbaijan, despite reports of its finalization.

"Although the peace agreement has been finalized, I don't think it will be signed. We see that every day Azerbaijan escalates the issue, adds demands, and I don't think this will have a logical conclusion. On the other hand, I don't think we should take the paper and run after Azerbaijan to get some paper signed. Real peace requires different conditions and environment," he said, as reported by Aysor.am.

He added that countries that renounce their rights are not considered credible partners by the international community.

"Even the talks that Armenia is withdrawing its claims against Azerbaijan lead to distrust towards Armenia as a state," he noted.

Director of the Caucasus Institute Alexander Iskandaryan, speaking to journalists during the international conference "Impending Storm: Regional Security of the South Caucasus in the Context of the Global World Order Crisis," stated that the agreement and signing of a peace deal are different matters, as are a signed agreement and actual peace.

"Agreeing to the provisions of the peace agreement and signing it are different things. I remember probably four times when Armenia and Azerbaijan 'agreed' on documents: in 1999, 2001, 2006, and now; however, none of them were signed," Iskandaryan said, according to Aysor.am.

According to him, Azerbaijan views such processes not as a goal to achieve peace but as a bargaining chip or tactic.

"There is a second aspect here: signing an agreement and peace are different things. Simply signing an agreement does not establish normal relations in the region; it is a long process," he added.

On March 13, the Armenian Ministry of Foreign Affairs announced that it had accepted the Azerbaijani side's proposals regarding the two unresolved articles and that the peace agreement is ready for signing. It was noted that Armenia is ready to start consultations on the timing and venue of the signing. Baku has set new preconditions and stated that it is too early to talk about meeting dates.

The draft peace agreement consists of 17 points, of which 15 were previously agreed upon. One of the unresolved points was the mutual renunciation of international-level claims against each other, and the other was the non-deployment of representatives of other countries on the border between Azerbaijan and Armenia.
