Pashinyan says peace document will be published after signing

Prime Minister Nikol Pashinyan has stated that Armenia and Azerbaijan are discussing the possibility of making the peace agreement public.

In an interview with Public Television, Pashinyan said that Armenia has proposed signing the document, which implies it will be published immediately after the signing.

He explained that this reflects Armenia’s confidence and lack of concern regarding the content of the agreement. “We support institutional publication—sign, then publish,” said Pashinyan, while emphasizing the need for a clear understanding of what a peace agreement entails. “It’s a two-party document, and both sides are expected to sign it.”

Pashinyan criticized attempts to interpret the peace deal through the lens of “victory versus defeat” or “diplomatic win versus capitulation,” calling such terminology meaningless in this context. If both countries have finalized negotiations and agreed on a joint text, he said, it means both parties find it acceptable and have agreed on the fundamental pillars of peace.

Addressing speculation that he might sign the document unilaterally, Pashinyan rejected the idea outright. “It never even crossed my mind,” he said, adding that he has asked whether such a move has any precedent in diplomatic history and whether it would even be legally possible.

On March 13, Armenia’s Foreign Ministry announced it had accepted Azerbaijan’s proposals on the two previously unresolved articles, declaring the peace agreement ready for signing. Armenia is prepared to begin consultations on the time and location of the signing. However, Baku has introduced new preconditions and said it is still too early to talk about a date for the meeting.

The draft peace agreement consists of 17 points, of which 15 had already been agreed upon. The two remaining articles involved mutual renunciation of international claims and a provision against deploying third-country representatives along the Armenia-Azerbaijan border.
