Prime Minister Nikol Pashinyan stated in an interview with Public Television that a referendum on a new Constitution is planned for 2027. However, he noted that some members of the political team believe it should coincide with the 2026 parliamentary elections.

Pashinyan emphasized that the issue of a new Constitution has long been part of Armenia’s domestic political agenda, first emerging in 2018 and becoming more prominent after 2020.

“Since 2018, and particularly since 2020, there has been a public discourse and political agenda concerning the adoption of a new Constitution, and we are committed to that course. This is strictly a matter of our internal agenda. At the same time, I must acknowledge that it inevitably has regional and international implications,” he said.

Addressing the possibility of Azerbaijan presenting new demands in the context of peace negotiations, he added: “Yes, they might raise new demands, but that doesn’t mean all of them are subject to discussion for us.”

Officials in Azerbaijan have repeatedly stated that a peace treaty will not be signed until Armenia changes its Constitution.
