Elchin Amirbekov, special envoy of the President of Azerbaijan, stated in an interview with Argentina’s "Perfil" publication that Armenia must expedite the signing of a peace agreement, warning that the opportunity “will not last forever.”
He emphasized that the finalized negotiations over the peace treaty text between Baku and Yerevan open the way for normalizing relations and establishing diplomatic ties. However, he added, Armenia must amend its Constitution, renounce territorial claims, and ensure the withdrawal of foreign forces from its border zones.
“This agreement is not the end, but the beginning. Peace is based not on statements, but on concrete steps,” the Azerbaijani official underlined.
“One of the driving factors for Armenia to come to an agreement is the realization that this opportunity won’t last indefinitely. It would be a mistake to miss it,” Amirbekov said, as reported by Minval.az .
During a meeting with Argentina’s Minister of the Interior Guillermo Francos, Amirbekov noted that the issue should not be viewed from one perspective only. He highlighted the need to consider Azerbaijan’s stance, especially regarding the principle of territorial integrity—an approach also upheld by Argentina in the Malvinas Islands dispute.
“We want to present Azerbaijan’s viewpoint to the Argentine public so that their judgment is based on more than just one side’s narrative,” he said.
On March 13, Armenia’s Foreign Ministry announced that it had accepted Azerbaijan’s proposals on the two previously unresolved clauses of the peace treaty and declared readiness to begin consultations on the timing and venue of the signing. However, Baku introduced new preconditions and stated it was premature to discuss dates.
The draft agreement consists of 17 points, of which 15 were previously agreed upon. The remaining two pertain to mutual renunciation of international-level claims and the non-deployment of third-country representatives along the Armenia-Azerbaijan border.
