MP says government must reinstate '40+10' aid program

Garnik Danielyan, a member of the National Assembly representing the Armenia faction, commented on protests by forcibly displaced Artsakh Armenians demanding the reinstatement of halted government assistance. He stressed that the "40+10" program must not be discontinued.

He noted that obtaining Armenian citizenship has also become entangled in bureaucratic obstacles.

"The '40+10' program helped ease some of the housing burdens for displaced Artsakh Armenians. Without rental support, many may end up on the streets. Ending this program is unacceptable—it will lead to despair and emigration," Danielyan wrote in a Facebook post.

He added that displaced individuals have repeatedly voiced that the housing support system has failed due to a complicated process and needs reform.

The government, he said, has not provided any meaningful benefits to alleviate their difficult social situation—from discounted transport passes to free healthcare services.

"The question arises: How are our fellow citizens, who have lost homes and property and faced countless hardships, expected to meet their basic needs?"

Recently, displaced people from Artsakh submitted a 12-point petition to the government, demanding not only the restoration of social aid programs but also action on issues like the OSCE Minsk Group's dissolution, legal claims against Azerbaijan, the return of prisoners, and the broader status of Artsakh.

"The state’s indifference in this situation amounts to a crime. Each of us must stand in solidarity with the rightful demands of our compatriots from Artsakh and support them however we can," he wrote.

During an April 3 meeting with Deputy Prime Minister Tigran Khachatryan, representatives of the Artsakh Rights Defense Council were told that the government does not plan to reinstate the '40+10' aid program.
